State Sen. Andrew Dinniman, D-Chester, introduced a bill that would make it a summary offense to leave a dog or cat in an unattended vehicle in extreme heat.

Under the proposal, any firefighter, humane officer, security guard or other first responder who breaks into a vehicle to remove an animal would not be held liable for any damages to property resulting from that action.

The bill would also require the rescuer to leave a note that includes their name, contact information and information regarding where the animal will be located. It would also require that the rescued animal be taken to a veterinary hospital or animal care clinic for treatment and health screening.
