State Rep. Russ Diamond, R-Annville, issued a memorandum declaring his intention to introduce a package of bills lowering Pennsylvania's sales and use tax to 1.9 percent, and to decrease Philadelphia and Allegheny counties' local sales and use taxes as well.

According to his memo, Diamond would reduce Philadelphia's SUT from 2 percent to 0.64 percent. Allegheny County would also see a lower SUT, reduced from 1 percent to 0.32 percent. His memo also included plans to reduce the Public Transportation Assistance Fund and Public Transportation Trust Fund sales tax revenue transfer rates—from 0.947 percent to 0.30 percent, and from 4.4 percent to 1.42 percent, respectively.

Diamond said the proposed tax cuts are an effort to make Pennsylvania more competitive with surrounding states.
