State Rep. Todd Stephens, R-Montgomery County, said “patent trolls” are targeting Pennsylvania's business owners. In a recent memo, Stephens said he will draft legislation to combat those infringement claims.

Stephens' memo states his legislation would provide civil remedies for Pennsylvania businesses targeted by fraudulent patent infringement claims and grant the state attorney general authority to enforce his new proposed provisions.

Patent trolls are defined as nonpracticing entities (NPEs) that hold patents and file patent infringement lawsuits against companies alleging use or profit from an element of the patent the NPE holds.
