State Sen. Scott Martin, R-Lancaster, issued a memorandum declaring his intention to introduce legislation that would prohibit “discriminatory project labor agreements.”

According to Martin's memo, as of May, 23 states have restricted the use of government-mandated project labor agreements.

The legislation, according to Martin's memo, would be known as the “Open Contracting Act.” The bill would “encourage open competition among potential contractors and bars the use of project labor agreements for taxpayer-funded construction projects” and make it illegal for “a public body” to take into consideration the union or nonunion status of an employer's workforce in its public project selection criterion.
