Following is a listing of executive and legislative action for the week of Sept. 25. At press time the Pennsylvania Senate was in recess subject to the call of the president pro tempore, and the state House of Representatives was scheduled to return to session on Monday.

Poll Watchers

The state House of Representatives on Sept. 26 approved on a 106-91 vote a measure, HB 171, which would allow poll watchers to serve in precincts outside the one where they are registered to vote. Its sponsor, state Rep. Rick Saccone, R-Allegheny, said the bill would ensure an adequate supply of poll watchers who could monitor the “integrity” of voting processes. The bill would make it possible for any Pennsylvanian to be appointed as a poll watcher in any election district located in the state.

Democrats on the floor said traveling poll-watchers could produce voter intimidation and harassment, The Associated Press reported.

Saccone, in a statement on the House Republican caucus website, said reports of voter fraud demonstrate the need for more poll watchers.
