Sen. Judith L. Schwank, D-Berks, proposed creating the Pipeline Water Resources Protection Act that would place rebuttable presumption of liability on owners and operators of pipelines when pollution occurs at a public or private water supply within 2,500 feet of their pipeline.

The operator or owner presumed to be responsible for the loss of water or pollution in a public or private water supply would be required to restore or replace the quality and amount of the water supply if they can't “successfully rebut the presumption.”
