As a way to “piggyback” off of the recently passed federal tax reform, state Rep. Seth Grove, R-York, said he'll introduce legislation to cut Pennsylvanians' personal income tax to 2.8 percent during the 2019-20 fiscal year.

In his memo, Grove said the average taxpayer will save “hundreds of dollars” from his suggested cut to the current 3.07 percent state personal income tax.

His proposed legislation would also reduce the tax rate on small businesses by 9 percent. Grove said his Pennsylvania Tax Cuts and Jobs Act would also drop the corporate net income tax in Pennsylvania to 4 percent and would take place over five years, starting in fiscal year 2020-21.
