Citing the recent release of a grand jury report regarding widespread sexual abuse of children in the Catholic Church, a state representative seeks to require all settlement agreements with a confidentiality clause to include a disclaimer stating contacting law enforcement is permitted and any attempt to use the NDA to prevent or discourage that contact is illegal.

Rep. Frank Burns, D-Cambria, said his bill’s clarifications were recommended by the grand jury that produced the report about the sexual abuse by Catholic clergy. Elements of his bill were mirrored after similar legislation enacted by California in 2016, according to Burns’ memo.
