The Pennsylvania Supreme Court has ruled that the Pennsylvania Emergency Management Agency has exclusive authority to enforce the 911 Act, precluding counties from bringing common-law claims against telecommunications companies over their alleged failure to adequately charge customers fees related to 911 emergency communications.

In Butler County v. CenturyLink Communications, the justices unanimously reversed a 2017 Commonwealth Court ruling that allowed Butler County to move forward with a lawsuit against a long list of telecommunications service providers.
