Reed Smith announced the arrival of Lori Armstrong Halber as partner in its Philadelphia office.

Armstrong Halber was formerly a partner with Fisher & Phillips, where she was a member of the firm's women's initiative and leadership council steering committee.

Armstrong Halber has experience defending employers before federal and state courts and administrative agencies in matters involving Title VII, the Americans with Disabilities Act, the Age Discrimination in Employment Act, the Family and Medical Leave Act, and the Fair Labor Standards Act, with particular experience in class and collective actions.

Armstrong Halber also represents employers before the National Labor Relations Board, defends clients in grievance arbitrations, provides labor relations counseling, and formulates comprehensive and strategic union avoidance tactics.

Armstrong Halber is an adjunct professor at Temple University Beasley School of Law and serves as a mediator in the Equal Employment Opportunity Commission's alternate dispute resolution program.

Cozen O'Connor welcomed three investigative attorneys—Helen Park, Peter C. Lim and Adam M. Shapiro—to its institutional response group.

Park comes to the firm from the Philadelphia District Attorney's office, where she served as assistant chief of the juvenile court unit.

Lim, also a veteran Philadelphia prosecutor, joins the firm from the University of Pennsylvania's Office of the Sexual Violence Investigative Officer, where he served as the university's deputy sexual violence investigative officer.

Shapiro served with New York-based Sullivan & Cromwell, where he handled government enforcement matters and internal investigations across an array of global industries, including institutions of higher education.

All three join Cozen O'Connor as counsel and will reside in the Philadelphia office.

Elected and Appointed

Colin J. O'Boyle, a shareholder at Elliott Greenleaf, became the chair-elect of the Pennsylvania Bar Association young lawyers division at the conclusion of the association's annual meeting.

O'Boyle recently finished a two-year term as the young lawyer division's delegate to the PBA House of Delegates.

O'Boyle also recentlyl completed a three-year term on the Montgomery Bar Association's board of directors and four consecutive one-year terms on its executive committee.

He currently is the co-chair of the association's civil rules committee, the treasurer of its Law Reporter where he previously served as the editor, and a member of its trial lawyers section.

He is also a fellow of the Montgomery Bar Foundation.

O'Boyle's practice involves trial and appellate litigation in state and federal courts, focusing primarily on commercial litigation, health law and employment discrimination.

Outside of his legal practice, O'Boyle serves as a discovery master for the Montgomery County Court of Common Pleas.

In addition, he is a member of the disciplinary board of the Pennsylvania Supreme Court hearing committee.

Eastburn and Gray attorney Jennifer Donaldson was appointed as a member of the Pennsylvania Bar Association legal services for exceptional children committee.

Donaldson represents school districts and their employees in all aspects of school law including special education matters.

She is an attorney in the firm's education and school law and litigation practice areas.

She fields questions and counsels school administrators on various regulatory compliance issues and she also is an advocate in litigation matters where she represents school districts in special education administrative due process hearings.

Additionally, she has experience handling special education appeals in federal courts, and she has also successfully argued before the Third Circuit Court of Appeals.

The PBA legal services for exceptional children committee was established to develop programs designed to educate members of the legal profession on current legislation and/or regulations affecting exceptional children and their families.

The committee studies, reviews and makes recommendations concerning legislation or regulations that affect exceptional children and their families.
