Capehart Scatchard shareholder Carmen Saginario Jr. spoke at the Government Finance Officers Association of New Jersey's 2019 fall conference in Atlantic City, New Jersey.
Saginario spoke on the topic of "To Arbitrate or Not to Arbitrate—That is the Question." In his presentation, he addressed the negotiations process and the nine factors an interest arbitrator considers when making an award.
Additionally, Saginario discussed the impact of the 2017 sunset on the 2% cap on binding interest arbitration awards.
Saginario, co-chair of the firm's labor and employment department, focuses his practice on employment counseling and litigation.
He regularly counsels clients on litigation avoidance, personnel policies and procedures, including those associated with the FMLA, ADA and Fair Labor Standards Act.
He also handles employment discipline, layoffs, terminations and internal investigations, and regularly appears before federal and state courts and administrative agencies regarding employment matters.

Cooper Levenson attorneys William S. Donio, Amy Houck Elco, Kasi Gifford and Camille McKnight are set to speak at the 2019 New Jersey School Board Association Workshop and Exposition, scheduled from Oct. 21 to Oct. 23 at the Atlantic City Convention Center.
Donio and Gifford will also speak at the legal forum, to be held Oct. 24 at the same venue. Donio and Elco are set to speak at 9:30 a.m. Oct. 22.
The session's topic is "The Ins and Outs of Board Meetings."
The session will explore what can, can't and shouldn't be discussed in the public portion of your board meeting.
With real-world examples, the attorneys will discuss board member' behavior, comments and interactions with the public.
Gifford and McKnight are set to speak at 2 p.m. Oct. 23.
The session is titled "Let the Sunshine! Board Meetings After Kean and Wall."
The session will include a discussion of the Open Public Meetings Act, including the definition of adequate notice, when to send Rice notices, what public discussion of employees really means, and appropriate closed session discussions.
The attorneys will also discuss the notice requirements applicable to superintendent and other administrative contracts.
Donio and Gifford will also present Oct. 24 at Workshop 2019's Fall School Law Forum, a day of sessions for attorneys and school district officials to explore the issues facing public school districts.
Their session will cover the topic of cybersecurity.

Villanova University Charles Widger School of Law is set to host Andrei Iancu, under secretary of commerce for intellectual property and director of the U.S. Patent and Trademark Office, in the program "The Innovation Future: A Dialogue."
The event is scheduled to be held from 4:40 to 6:30 p.m. Oct. 21.
After brief remarks by Iancu, the audience will have the opportunity to engage in a roundtable discussion with Iancu about patents, innovation and the USPTO.
Students, faculty, lawyers and other intellectual property professionals are invited to attend.
A reception will immediately follow.
Attendance is free, but registration is required.

Seton Hall University School of Law added Isabel "Issa" DiSciullo as the law school's new assistant dean of admissions.
In this role, she will oversee admissions for the law school's Juris Doctor program as well as its Masters of Science in Jurisprudence, LLM and graduate certificate programs.
DiSciullo has experience in admissions and with a focus in diversity and inclusion.
She comes to Seton Hall Law from Drexel University, where she worked for nearly a decade, most recently as the director of the Office of Diversity, Equity and Inclusion for its college of medicine.

J. Brugh Lower of Gibbons has entered an appearance for industrial equipment supplier Devco Corporation in a pending trademark infringement lawsuit. The suit, accusing the defendant of selling knock-off Graco products, was filed Dec. 18 in New Jersey District Court by Rivkin Radler on behalf of Graco Inc. and Graco Minnesota.
