Consolidated Rail Corp. announced Jonathan Broder, vice president of corporate development and chief legal officer, is set to retire after 31 years of service, and Jocelyn Hill was promoted to general counsel.

Since joining Conrail in 1988, Broder managed the legal functions for the fifth-largest freight railroad in the U.S.
