Elected and Appointed

Saint Joseph's University appointed Tracey S. Pachman to serve as the university's general counsel.

In her new role, she is responsible for overseeing all legal issues affecting or involving the university.

Pachman, who was set to join Saint Joseph's on Tuesday, has nearly 20 years of higher education legal experience.

She specializes in contracts, intellectual property, research, employment and student matters, and other higher education law issues.

Pachman succeeds Marianne Schimelfenig, who served as the university's general counsel beginning in 2008.

Pachman previously worked at Villanova University, where she served as deputy general counsel beginning in 2014.

She was the assistant general counsel for ARAMARK, serving the K-12 and higher education business, and held positions at Comcast as senior counsel and Pepper Hamilton as an associate.

Pachman earned her bachelor of arts degree from Bryn Mawr College and her Juris Doctor from the University of Pennsylvania School of Law.

She is a member of the bar of the U.S. District Court for the Eastern District of Pennsylvania and the Supreme Court of Pennsylvania.

She was active in the National Association of College and University Attorneys, a higher education law organization that shapes legal thinking for the academy; WOMEN'S WAY, a nonprofit dedicated to the advancement of women, girls and gender equality in the Greater

Philadelphia region; and other local and civic organizations.

Patricia Hamill, partner at Conrad O'Brien and chair of the firm's Title IX, due process and campus discipline practice, presented at a Pennsylvania Bar Institute webinar titled "Title IX and Online Harassment in the COVID-19 Era: What you Need to Know."

Hamill presented together with Samantha Harris of Foundation for Individual Rights in Education, and they spoke about how the sudden, mass movement to distance learning impacts Title IX enforcement.

Hamill represents college students and professors nationwide who are subjected to campus disciplinary proceedings or who have been disciplined by their colleges for alleged sexual misconduct following such proceedings.

She represents students and professors nationwide in disciplinary matters or related litigation involving colleges and universities.

She has experience in a range of matters, including complex commercial litigation, Title IX litigation, receiverships, insurance, securities, consumer class actions, government investigations and e-rate compliance.

Her clients are in industries including technology, insurance and securities.

Hamill is also sought out by groups and institutions for her opinion on how to work within the framework of the changing federal laws and guidance.

She earned her Juris Doctor from the University of Maryland School of Law.

In addition to her practice, Hamill is also a member of the firm's three-person executive committee that manages and oversees the firm.

She is admitted to practice in Pennsylvania, the U.S. District Court for the Eastern District of Pennsylvania and the U.S. Court of Appeals for the third Circuit.

Earlier in her career, Hamill clerked for Judge Frank J. Montemuro Jr. of the Superior Court of Pennsylvania.
