A Philadelphia County Court of Common Pleas judge last week ordered local attorney Donald Haviland to pay more than $20,000 in outstanding fees to retired Judge Mark Bernstein, who served as arbitrator in a long-standing dispute between Haviland and his former colleagues at Kline & Specter, in spite of Haviland's assertion that Bernstein was biased against him.
