The federal court is currently taking a very hard-nosed position to discipline and reinstatement.

I was sanctioned in federal court and the judge sent the matter over to the Pennsylvania Disciplinary Board. I thought the federal courts had their own disciplinary committee. Do they?

Each district federal court has their own attorney disciplinary committee. The committee is usually chaired by three judges who have been on the committee for several years and have disciplinary experience. There are no assigned prosecutorial officers but the court, at times, will appoint officers. In the Eastern District of Pennsylvania, for reinstatement hearings, a prosecuting officer is not often appointed. For a new attorney disciplinary case, there is. The rules for federal disciplinary cases are found in the United States District Court for the Eastern District of Pennsylvania at local Rule 83.6. Each of the district courts have their own set of rules.

In the Eastern District currently, the disciplinary panel is chaired by Judge Paul Diamond. Judge Gerald Pappert and Judge Karen Marston both serve on those committees. Sometimes, Judge Edward Smith from Allentown serves. For many years, the committee used to be chaired by Judge John Padova.
