There are the same portraits on the walls, the same wooden barriers and raised marble benches orienting the rooms. There are the same flags and seals and tall windows. But stand in one of the courtrooms in Philadelphia City Hall, which have been recently retrofitted to conform to increased safety measures and social distancing guidelines, and you start to realize things are actually very different.
