A month into the rollout of its Custody Accelerated Resolution Program, the Philadelphia Court of Common Pleas trial division criminal section has managed to move through a significant portion of its case inventory, but rising COVID cases are still causing concerns among lawyers about the safety of showing up for trials.

When Lucretia Clemons took over as supervising judge of the criminal section in April, her guiding principles in revamping how the court dealt with its case backlog were safety, fairness and efficiency.
