The Legislative Reapportionment Commission voted to use the previous home addresses of incarcerated people, rather than the address of the state prisons where they reside, in determining legislative districts.

The move, which was sponsored by House Minority Leader Joanna McClinton, D-Philadelphia, passed by a 3-2 vote. According to Pennsylvania Capitol-Star, McClinton and Senate Minority Leader Jay Costa, D-Allegheny, voted for the policy, while the two Republicans on the commission—Senate Majority Leader Kim Ward, R-Westmoreland, and House Majority Leader Kerry Benninghoff, R-Centre—against the measure. Former University of Pittsburgh chancellor Mark Nordenberg is the independent chair on the commission, and he also voted in favor of the measure.
