In the first live Pennsylvania Supreme Court argument to be held in Philadelphia City Hall in two years, the justices mulled whether a challenge to a police use-of-force law belonged before the court in the first place. 

While Philadelphia assistant district attorney Matthew Davis argued on behalf of the state government that the court should reinterpret or change a crimes statute to limit when a law enforcement officer can use force against an individual, the justices raised doubts that the issue before them fell under their authority.
