The Commonwealth Court opened its first en banc panel of 2022 with a hearing on a group of Pennsylvania parents’ petition for a declaration that substituting in-person learning with virtual learning violates the Public School Code of 1949.

The opposing sides argued over the Pennsylvania Department of Education’s preliminary objections before a newly reorganized court—including 2021 election winners Judges Lori Dumas and Stacy Wallace.
