Two years ago, we were learning to live with COVID-19. Schools, businesses and the courts closed their doors, and we all began to hunker down.

When Philadelphia Municipal Court went dark, several weeks’ worth of eviction hearings were postponed indefinitely. By the time the court reopened in September 2020, the backlog was estimated to be as many as 5,000 cases.
