On Feb. 20, 2019, plaintiff Andre Palumbo, in her mid-30s, was driving on Lincoln Drive, near its intersection with West Rittenhouse Street, in North Philadelphia. The front of his sport utility vehicle struck the passenger's side of a sport utility vehicle that was traveling in the opposite direction and crossed the center line into his lane of travel.
