'The court is grateful for all of the comments received and they were quite helpful in our decision-making,' Chief Judge Michael Chagares said. 'As a matter of fact, several modifications to the proposed rules were made because of suggestions made in the comments, such as excepting filings initiating cases in the Court, like petitions for review.'

The U.S. Court of Appeals for the Third Circuit has adopted a controversial rule changing its filing deadline to 5 p.m., albeit with some amendments.
According to a public notice from the court released Tuesday, the new deadline is set to go into effect July 1, with a grace period for mistakenly late-filed documents extending through Dec. 31.
