Former Philadelphia City Councilmember Bobby Henon, who was convicted on conspiracy and fraud charges, is asking the U.S. Court of Appeals for the Third Circuit to adopt a heightened evidentiary standard for elected officials charged with honest services fraud and either remand for his acquittal or grant him a new trial.
