Pennsylvania has moved up a spot on the American Tort Reform Association’s list of the top Judicial Hellhole.

The groups annual list, which says it ranks jurisdictions “where judges in civil cases systematically apply laws and court procedures in an unfair and unbalanced manner,” named the Pennsylvania Supreme Court and the Philadelphia Court of Common Pleas as tying with Georgia for the No. 1 position. The ATRA’s 2023-24 report, which was released Tuesday, also ranked Cook County, Illinois; California; New York City; and South Carolina asbestos litigation as second through fifth.
