According to an attorney on the team of lawyers who won a multimillion-dollar settlement in a central Pennsylvania prisoner death case, negotiations hinged on two things: a video, and a tactic.

The video was of the short time period that 29-year-old Ishmail Thompson was shackled in a restraint chair in Dauphin County Prison before he was found unresponsive, and the tactic involved giving the defendants a take-it-or-leave-it demand.
