Pennsylvania has once again found itself on the top of the American Tort Reform Foundation’s “Judicial Hellholes” list.
Factors landing the Philadelphia Court of Common Pleas and the Pennsylvania Supreme Court in the No. 1 spot, according to the foundation's report, including a rise in so-called “nuclear" verdicts, a change in the state’s medical malpractice venue rules, and expanding liability exposure.
