In the first of two cases brought by Philadelphia City Council members against the General Assembly involving the city’s ability to pass local gun-control ordinances, an en banc panel of the Commonwealth Court ruled state law pre-empts the city from creating its own gun ordinances.
And an attorney for Council members Darrell L. Clarke and Donna Reed Miller, who were seeking declaratory judgment to have the ordinances enforced, said he expects a similar ruling out of the second case.
