While Ballard Spahr Andrews & Ingersoll and Mayer Brown worked pretty extensively just trying to make a deal to lease the Pennsylvania Turnpike possible, there were a few firms on the other side of the table that were focusing on the acquisition-like aspects of taking over a 2,200-employee, state-owned entity.
