Judges on the court denied Philadelphia’s attempts to establish its own gun laws, granted minors the ability to recover medical expenses in malpractice settlements and allowed cabinet secretaries in Gov. Edward G. Rendell’s administration to remain in their positions while their agencies considered grants for their spouses’ nonprofit groups.
