A pitched battle has erupted in Luzerne County between members of the judiciary and the county commissioners, who adopted a budget last month that eliminates funding for an estimated 56 court-related employees.

While the two sides have reached an agreement that will stop any layoffs in the court system for the time being, the judiciary, led by President Judge Mark A. Ciavarella Jr., will soon be required to make a case for the necessity to the efficient administration of justice of each position it hopes to preserve.
