The state Supreme Court Tuesday told the city of Philadelphia to issue HSP Gaming a foundation permit to begin building its planned SugarHouse Casino. The court also appointed a special master to handle any further disputes between the city and the gaming company.

The order is a win for HSP Gaming and its attorney, Stephen A. Cozen of Cozen O’Connor, who sought earlier this year to have the court enforce its December 2007 ruling mandating the city issue the permit. It also requested earlier this year that the court appoint a special master to handle the ongoing back and forth between the company and the city administration.
