Lackawanna County Common Pleas Court Judge Michael Barrasse, who runs that county’s treatment court, has personal and financial ties to the owners of a company that services the ankle bracelets used in his courtroom.

Research of Barrasse’s financial disclosure forms, Pennsylvania Department of State records, phone directories, the Internet and interviews with sources show that Barrasse is a friend of the two men who run Mid Atlantic Monitoring Services LLC, George Bieber and Brian Cali, and that he once had a stake in a business connected to Bieber. In addition, Cali is a director of a bank that is listed on Barrasse’s financial disclosure forms as a creditor.
