When Gov. Edward G. Rendell asked in May 2007 for a review of ethical questions surrounding two of his cabinet secretaries, the State Ethics Commission used the opportunity to address the definition of a business.

And it did so in direct contradiction to a state Supreme Court decision that had been filed a year before, ruling that the Ethics Act’s definition of a business included nonprofit organizations, said Rendell’s attorney Ralph Wellington of Schnader Harrison Segal & Lewis in Philadelphia.
