In January 1996, the Montgomery County Court of Common Pleas Board of Judges passed Montgomery County Local Rule 4019 — the start of the Montgomery County Discovery Master Program. Montgomery County was the first county to have such a program and, 13 years later, it is still the only county with such a program.

The enactment of Montgomery County Local Rule of Civil Procedure 4019 changed the landscape of how discovery disputes were handled in Montgomery County. Prior to Rule 4019, it took months for arguments to be scheduled and for the disposition of discovery motions. After Rule 4019, arguments are heard within about 30 days, with an order issued by the court within seven to 10 days after argument.
