A Philadelphia judge has upheld the constitutionality of the city zoning rules controlling outdoor advertising.
Common Pleas Judge Idee C. Fox rejected the constitutional challenge to the city’s Zoning Code from a company that wants to erect a 9,750-square-foot wall-wrap ad on its building.
