After 11 years and several key national leadership positions in the U.S. Environmental Protection Agency , Marcia E. Mulkey is returning to Philadelphia this month to serve as regional counsel for EPA Region III — the agency’s mid-Atlantic region.
The regional counsel position, which Mulkey held from 1988-98, involves responsibility for enforcing U.S. environmental laws throughout Pennsylvania, Maryland, Delaware, Virginia, West Virginia and the District of Columbia. Mulkey will also manage the 85-lawyer Office of Regional Counsel, which provides legal representation and counsel to EPA Region III programs on a wide range of matters.
