The Securities and Exchange Commission upheld sanctions in a Harrisburg bond fraud case finding a brokerage and its principal recklessly withheld information from investors in government securities funding the purchase of an office building in the capital.
The commission ordered Dolphin & Bradbury Inc. and its chairman Robert J. Bradbury to pay back $314,000 in ill-gotten profit and fines totaling $482,000.
