The state Supreme Court last week released a “State of the Judiciary” report, the first to be authored by a chief justice of Pennsylvania in two decades.

It comes at a controversial moment in the life of the high court, just six months after Justice Russell M. Nigro was denied a second 10-year term on the court. The voters’ ire was the result of perceived shenanigans between the Supreme Court and the General Assembly in concocting a pay raise for elected officials in the Keystone State.
