Grandparents may not participate in court hearings to determine whether their minor grandchildren are dependent upon the state, the Superior Court has ruled.

Writing in In the Interest of L.C., PICS Case No. 06-0673 (Pa. Super. May 11, 2006) McCaffery (9 pages), Judge Seamus P. McCaffery said grandparents’ standing — conferred by statute in visitation and custody proceedings — does not exist in dependency hearings where the child was not already in the grandparent’s custody.
