In a decision the publisher of a Lehigh Valley newspaper said he will appeal, a three-judge panel of the Commonwealth Court has reiterated the court’s holding that autopsy reports are not public records under the Pennsylvania Coroner’s Act.

Both The Express-Times, of Easton, Pa., and the Morning Call, of Allentown, sued Lehigh County Coroner Scott Grim for access to the autopsy report of an Easton police officer shot by another officer in the city’s police headquarters.
