A member of the state’s judicial conduct board said Tuesday he never received a copy of an anonymous complaint, filed in September 2006, that detailed allegations of case-fixing, mob ties and the improper placement of juveniles in a privately owned juvenile detention facility against a former Luzerne County judge until he requested one this summer.

Edwin L. Klett, a member of the Judicial Conduct Board since August 2006, told a commission examining issues surrounding the Luzerne County courthouse scandal that he did not believe any other members of the board received the complaint made against former Luzerne County Common Pleas Court Judge Michael T. Conahan until 2009 either.
