Several changes are in motion in the Philadelphia Common Pleas Court’s civil trial division, including the assignment of Judge William J. Manfredi as the new supervising judge of the civil section of the trial division. The move marks a return for Manfredi, who had previously held the post from 2002 to 2007.
Among the other changes, Judge D. Webster Keogh, administrative judge of the trial division, is going to be taking on the additional role as the supervising judge of the commerce program, a specialized, three-judge program for business litigation. Judge Esther R. Sylvester, the most recent supervising judge, has taken senior status and will be hearing cases in the Complex Litigation Center. Judge Matthew D. Carrafiello has left the trial division for the Orphans’ Court division to replace Judge Anne E. Lazarus, who was sworn in this week as a Pennsylvania Superior Court judge. Judge Victor J. DiNubile Jr. also has taken senior status.
