Now that Justice Ronald D. Castille will be taking over as chief justice of Pennsylvania, it’s worth taking a look at his dissent in a recent gaming case, Pennsylvania Gaming Control Board v. His fiery dissent in that case displays a trait he’s demonstrated often in the past — a judicial acknowledgment of the real-world impact of court rulings on the public — and it shows the next chief justice might scrutinize the Pennsylvania Gaming Board more closely than his predecessor.
