A new Subdivision and Land Development Ordinance (SALDO) cannot be applied to a pending subdivision plan application if it can adversely affect the consideration of that plan. The Commonwealth Court affirmed the trial court’s order reversing a zoning hearing board’s decision to deny Heritage Building Group a zoning permit to place 22 controlled fill piles on a 73 acre tract.
