Finding the employees in question did not have management or supervisory authority, the Commonwealth Court affirmed the decision certifying the expansion of the Westmoreland Court Association of Professional Employees’ position as a collective bargaining unit to include adult and juvenile probation supervisors and domestic relations case establishment/initiation supervisors.
