The court adopted a Magistrate Judge’s recommendation to remand this matter for further proceedings since reversal, as requested by plaintiff, is appropriate only when the administrative record has been fully developed and there is substantial evidence that the claimant is entitled to benefits. In 1993, plaintiff applied for Disability Insurance Benefits (DIB) and Social Security Income (SSI), alleging that he had been disabled since Aug. 1, 1992, as a result of a learning problem and legal blindness in one eye. An Administrative Law Judge (ALJ) found that plaintiff was not disabled.
