The Defender Association of Philadelphia asked for a $1.7 million increase in its budget next year because the association says it will have to withdraw from representing indigent defendants in some of the city’s 73 criminal courtrooms if it can’t fill 19 attorney positions.

Because of budget cuts and a hiring freeze, Ellen Greenlee, chief defender, said her office has lost 42 staff members through attrition, including 21 attorneys, 14 social workers, two investigators and five support staff.
