Ballard Spahr’s latest lateral addition continues the firm’s historical ties to those with deep experience in state government and brings with him in-depth knowledge of one of Pennsylvania’s most nascent industries — gaming.

Frank T. Donaghue, currently interim deputy executive director of the Pennsylvania Gaming Control Board, will join Ballard Spahr’s Philadelphia office as of counsel June 23 when he leaves state government work for the first time in 15 years.
