The parents of seven Lackawanna County autistic children will be paid $5 million in a global settlement of lawsuits that said the children were abused by a teacher who used bungee cords and duct tape to restrain them and punished students by pulling hair, pinching and denying food.
The settlements — ranging from $400,000 to more than $1.2 million — were approved by U.S. District Judge A. Richard Caputo of the Middle District of Pennsylvania after a mediation conducted by retired federal judge Edward N. Cahn, now of Blank Rome.
